Doctor Octopus suffered the humiliation of being restrained by his own tentacles as he waited for the current universe Peter Parker and Norman to make a new inhibitor chip for him by using Stark Industries technology.
Octavius was then convinced by his arms, who were playing on his vanity, ego, and grief, to complete his experiment at any cost, blaming Spider-Man for the reactor's failure.
I within his arms are invading his mind, Octavius discovered that his inhibitor chip was destroyed in the accident.
Peter later discovers that Norman rigged the machines Octavius was using to make it appear that he was the clone.

Michael Bell is an accomplished voice actor; there's nary an 1980s cartoon without his name in the credits.
Octavius's focus on the larger scale also resulted in him missing the Green Goblin's efforts to establish a new criminal empire, with the Green Goblin rescuing criminals who have escaped Spider-Man and recruiting them into his new gang, as Octavius simply focused on the leaders whereas Peter would have tried to capture the whole gang.
